The Inaugural World Congress on Refractive Error and Service Development, held in 2007, was a forum for discussion on the eradication of avoidable blindness that affects 670 million people in the world today. In attendance at the 2007 congress were more than 650 representatives from the optical industry, professional associations, leading clinical and public health scientists and international NGO planners, as well as the World Heath Organization (WHO), the International Association for the Prevention of Blindness (IAPB) and the World Council of Optometry (WCO).
